Because it makes no sense to place Roger and Luffy in a trio with characters who are complete fodder to them. Kaido, Bigmom and Whitebeard weren't placed in a grouping with their commanders because the dynamic was of a vastly superior Emperor figure and their army; the grouping was within the army where you had 3 or 4 top commanders who stood above the rest. With Luffy/Roger and their top two it's closer to partners. Hence why Zoro, Sanji, Ray and Gab are written to be closer overall to their Captains than other crewmates. This is usually found in smaller, quality over quantity groups.
