I would believe your fanfict if Shanks was actually working for the Government, so Shanks and his weaker senior both work to Government together.

But now that we know Shanks and Shamrock are 2 separate characters and Shanks doesn't work for Government, then nope, Gaban isn't with government so he is not Man Marked By Flame. Dude is hiding and admitted he is afraid of Kaido, while Rayleigh fucked Kizaru and yoloed Marineford without any consequence after 2 years.

Maybe its because people often talk more about narratives that have been heavily debated and contested.

Sanji = Luffy, regardless of whether you could hype it upor not , isn't as substantially spoken compared to how brutal Sanji = Zoro narrative has been for a decade now.

As a result people would focus more on something seemingly decisive that has settled a score with another fandom, something that has been a subject of intense back and forth between them for the past decade +.

After this shit show settles, people will move on from it and discuss the implications of Sanji = Luffy, and whether that even isa plausible possibility, especially compared to something like Sanji = Zoro that has more narrative weight and arguments for.
