Loki seems like he's been set up as arc antagonist, or both him and Shamrock simoltanously, but they will not team up, Loki wants to bring ragnarok to the world, Shamrock has a different goal their goals just don't align to work together.

The arc started with Loki hype, the whole past 10 Chapters we got many Loki hyper everywhere, literally all in Elbaf are not able to stop him, Shamrock as example doesn´t want to mess with them and rather take on the childs.

Loki will crush Gunko and even Shamrock might get a beat down(not truly defeated) where Loki shows who is the boss in this arc.

Gaban knows who Luffy is beyond the rumors (shanks would’ve told him about Luffy) and Gaban probably wants to see what Luffys like in person. This is the easiest way for Gaban to convince Luffy to take him seriously.
