He can’t interfere, Loki is the Prince of the kingdom, killing him outright would have crazy consequences. He is smart enough to know that he shouldn’t get in the way of a whole other race’s political squabbles and violence. He is also smart enough to know that killing the strongest representative of their race who could one day be king severely weakens the whole nation.
Stating he was there for certain during that event is also headcanon.

He’s actually one of the only significant characters that Luffy hasn’t called strong on meeting them. Fujitora and Kuros both got complimented instantly.
