Yes, it is all about Rayleigh > Gaban agenda.
Instead of taking an L now, they want to take another L when Gaban shows off.
With possibly far better feats than Rayleigh... I guess agenda pushers will never learn.
While I don't think Zoro, Luffy and Sanji are limited to gold, silver and copper, I do agree that those 3 are their very minimum at EOS.

Regardless of whether the statement means whether Roger-Rayleigh-Gaban are exactly the same or not, diminishing Gaban is diminishing Rayleigh and Roger.
In the chapter it is very clear:
- Gaban and Rayleigh are outstanding and exceptionally stronger than all other crew members.
- Gaban and Rayleigh were shoulder to shoulder as Roger's right and left arm.
- Gaban is classified as a legendary figure along with Roger and Rayleigh.
All of Gaban's exaggerations are linked to Roger and Rayleigh, if you want to diminish Gaban, remember that you are consequently diminishing Rayleigh, in addition to Roger.

We first met him on Tuesday...I still remember his smile.
It was impossible not to be drawn to him. He had this incredible energy, this warmth that made you feel like you had known him forever. From that moment on, I knew he was someone truly special.
Fast forward to Friday. He continued to show signs of brilliance. He truly incredible soul who had a way of lighting up every room he walked into. His warmth, kindness, and laughter were a gift to us all, and his presence made the world a brighter place. To know YonkoLvlGaban was to know warmth, love, and unwavering kindness. He had a way of turning ordinary moments into something special, filling every space with joy and laughter. His spirit was truly one of a kind.
But suddenly, he fell ill. We rushed him to the nearest hospital and asked for a diagnosis. This is what the chart read:
Only me and @Fleet Leader Fenaker were in the room at the time. He had to leave the room in order to contain his tears, as I just stood there in disbelief.
We pleaded with the doctor to see if there was anything he could do to save his life. He asked if there were any other statements that could legitimise his existence. I told him that he rivalled Silvers Rayleigh, and that it should surely be enough.
The nursed placed the sheet over his head...and that was where Yonko Lvl Gaban's story ended.

What are the chances this ages badly in record time considering old Gaban might wipe the floor with Sun God next chapter? 
Roger has never been the GOAT.
From the start of the manga, Mihawk and Shanks have been stronger than him.
Roger is simply more successful/famous pirate, because Oden took him to hidden island.
That is where Roger's goatness comes from, from Oden and WB helping him...
While Shanks and Mihawk have been ignored, due to narrative progression, pre-TS focused on Whitebeard and nobody else was known.
Comes post-TS and it builds up towards a guy who used Roger and WB as his mere hypetools.
Even Oden used them as his own hypetools.
And finally, in the final saga, Roger is getting dragged down from the pedestal that was never his.
And you are confusing Roger's fame with Roger's power.
Neither Rayleigh nor Gaban can match Roger's fame, nobody can yet but plenty can match his power.
