It's still supposed to be "evil" or I guess brutal. but contextually very different then other villians. For example Doffy kills his subordinates for laughing at picas shitty voice, and Katakuri kills his cooks for seeing his face.

Honestly this could be argued for every single time an admiral showed up. Akainu is the only that kills. Others are twerking, smoking pot or smoking pot.

And what was Koby's crime? Saying that they should be saving injured Marines, not going after irrelevant pirates who had already lost:suresure:

And why wouldn't he want to investigate smoker to see what happened? That alone would justify stopping him from being killed. Especially with punk hazard supposedly being off limits. Koby did his thing during marineford which is a war, wartime is brutal for dissienters more then peacetime. Since the time skip koby got away with being a luffy glazers with zero punishment
