Yeah, Dragon's inactivity is flabbergasting at this point. Idk what Oda plans to do with him. Even though, tbh, It's not like other top tiers had it way better.
At least the Revs as organization did something.

HKs are surviving Erbaf, so maybe them, in the future.

But freeing a country from pirates is as simple as beating them up and letting the Marines arrest them and leave. The RA has to overthrow the countries leadership that is aligned with a major empire and at the same time allow the country to build up a new stable regime.
