I don't believe feats should be dismissed but the issue is that feats tend unfairly advantage certain characters as Oda is more willing to have certain characters aura farm more than others.
Blackbeard is a good example as his on-screen showings are mediocre but we know by portrayal he's solid

Feets only matter when discussing characters in the same range

for example I don’t mind putting Kaido above Big Mom due to feets, but despite how underwhelming BM was in Wano we still can’t ignore her portrayal and put her tiers below Kaido. We gotta acknowledge she’s slightly weaker than him
