Its clear gaban knows more to Loki that he lets on, there is no way he would even consider let someone real dangerous around the village his kids lives in no matter how strong someone is
The fact that he is even more likely to give the key after sensing another HK seals the deal that Loki will be somewhat of a ally imo

The dude just loves fighting in G5 because it's where he feels most free - it's really not that deep.
Y'all are tryna apply battle logic to this like it's Hunter x Hunter or sum lool, Luffy's a goofy guy just goofing around in a manga aimed at teenagers. He used G5 because he felt like it. He could've also used ACoC G2/G4 with FS which easily would've massively boosted his speed but clearly chose not to over just fucking around in G5.
