Let's not take things too far. From what I can tell, Gaban clowned pre-G4 Luffy. I presume he did not use CoC either. Even most YC1s would dominate pre-G4 Luffy when he's not using CoC, so someone like Gaban should be able to handle him fairly easily.

Not to take anything from Gaban, he's got a fair share of hype from the fact that Luffy felt the need to go G5 directly after competing with him, and Zoro stepped in to save Luffy, which he usually doesn't do. That's decent enough hype for an old-timer. This isn't a negative for Luffy.

If Luffy’s Attacks are Laced with Advanced Conquerors Haki, Scopper is HIM . Cause he didn’t pull that out for Kizaru or Lucci…….We’ll know what kind of fight this is when we see them Haki Sparks.Luffy is insanely strong without Gear 5 people love to forget. The Peak of what he can do without Gear 5 is clashing with Yonko for some time.

Base luffy now still below pre Kat G4 in certain aspect .
Base luffy can't fly , don't have haki coated body and more.
Has less attack range and types of attacks .

Him getting stronger Haki in base don't give him as much option as his gears.
If someone do cutting attack vs him unlike G4 he got put up haki in base .
Plus we don't even know if he using ACoA or even ACoC which would just make base even more poor lol.
