Base luffy can't fly , don't have haki coated body and more.
Has less attack range and types of attacks .

Him getting stronger Haki in base don't give him as much option as his gears.
If someone do cutting attack vs him unlike G4 he got put up haki in base .
Plus we don't even know if he using ACoA or even ACoC which would just make base even more poor lol.

You'll never see Luffy using Acoa again. It's an ability that has no visual difference from normal Coa and isn't important enough for Oda to stop the fight and comment on it.
