HKs are the villains in this arc. Loki's likely a good guy, but there will be some subduing needed when he's freed. I doubt Loki will fight to help his country, but he might fight to take revenge on the HKs. Unless the HKs are top-tiers, SHs will probably take care of them on their own if more people aren't summoned to help the HKs.
