Yes, with someone as powerful as Loki they would have been able to subjugate Elbaf by force. Without him they had to change the plan and use the kids of the warriors as leverage as submitting Elbaf by force is too difficult.

Loki is the only one that can fight solo against all HK
Luffy, SHs and the rest would get folded by just 3 HK. Lol even Gunko low diffs the SHs.
