I personally feel like chapter 1000 will be a massive world-building chapter (something related to the reverie maybe) and that will obviously be after act 3. That's the only reason I think that Act 3 will be a little later.

Yeah, no way YP is referencing anything other than the striped coat person in 982. Nothing else really caught anyone's eye until way later about Black Maria being "clingy" (which I don't even see as being weird). Her being CP-0 or part of a secret group is entirely redundant to Stussy in WCI.

That Striped Coat was the biggest point of discussion from that chapter, not to mention, we have no idea where the Neko's ship sailed to, but very likely to the front of Onigashima. So even adding to this, if YP's hyping is legit:

- Striped guy is someone super important (Scopper/Shiki/whatever), arriving at the front of Onigashima's port.
- Marco is looking at a shadow of someone/something totally different in the sea (Perospero/Whitebeard Pirates/Roger Pirates/Rocks Pirates/Marines/CP-0/etc.)
