Tashigi, another one of the characters with much potential that was fumbled by Oda. Could have given at least more of a fight against Law, could have beaten Monet on her own and show more haki, rokushiki and swordsmanship techniques and power.

But that's only as far as a female character can go in One Piece.

Luffy defeated the strongest person on the island, Ceasar. No one beards Law or Verga had any chance against Ceasar regardless of how much of a clown he is. Luffy only survived against him because he can stretch his head outside of the oxygen deprivation sphere.
