I don’t think Luffy will be really called out even if Loki ends up causing damages

And we all know how this will end

The HK and WG are the real enemies , the moment they were introduced we knew Loki wouldn’t ve a full time enemy
So freeing Loki will one way or another lead to Loki helping the others against HK and being « a good thing » even if there are some destruction and problems prior to that

The problem is that it would be a miracle for Luffy to actually be held responsible for his screw ups.
