He named one policy that hurt more than it helped that being the police force (which wasn’t his fault anyway, blame Madara)

Yeah,I wouldn't shit on Tobirama either necessarily, making sure that clans used to all hate eachother would come together in one village isn't exactly easy, and old feuds coming up again could cause a lot of problems, I think it makes sense he was worried about the uchiha clan because of Madara, though he obviously had his bigotries.
