I never said they weren’t discriminated against. I said they didn’t become public enemy number one until after the 9 Tails attack, which is true.
Canonically they weren’t pushed to the outskirts and spied on until after Obito’s attack. The tension and disrespect is what led to the potential coup which then led to the massacre
