Luffy's real powers are coming up. He has the power of imagination, he makes everything he imagines a reality so his power affects meat. If he imagines that the meat heals, it will heal. Thus Loki eats a fraction of the meat and heals a little, if he eats a giant animal meat, he will recover more.
