But even with the Shanks tax I'm not going to actually put them above etablished top tiers til they get actual showings, it's possible that due to being raised by Roger and being a good person Oda decides to make Shanks a clear cut above his "evil" family. Kinda like Sanji surpassed Judge and his siblings.
