Fujitora is an Admiral, there is a set standard of strength for that.

To be honest, Shiryu doesn't even seem like a good swordsman in the last arc. His situation may improve when his moment to shine approaches, or maybe it won't and he becomes a character extremely dependent on invisibility.

I don't understand how mariejois can be threatened to the point of worrying imu, given the forces at the disposal of the world government: navy, gk, cp0... gorosei and imu himself are there too. any threat should be crushed.

so either there is a massive rebellion, or there are maybe two factions fighting against them

Should be Teach I think. The RA attacked during the reverie already, and CG isn't interested in anything like that, dissident kingdoms would be dealt with easily and a coup would just be odd
