I'd probably say Gaban is around Chapter 1000 Rooftop Luffy level.

By the time Luffy and Kaido clashed toe to toe, even before awakening, Luffy had surpassed him.

Yeah, Kung Fu point is AWFUL. Could have been something amazing genuinely, but Oda admitted he wanted to turn Chopper cuter and into merchandise and its obvious he simplified his design to make it easier and thus lazier to drawn him, it fucking sucks.
