At this point Lanjiturds and Shameless losers mean the same thing. First of all there are no 1:1 parallels. Luffy is no Roger, Zoro is no Ray (in fact he was compared to Roger by Gaban himself this very arc) and Sanji is no Gaban. Secondly the colour spread depicts No.2s of a crew/organization, these are how they are recognised by the crew and by the outside world, they don't have the same title, their titles maybe different. Bepo being there was instead of Shahchi, Penguin is because he far outclasses them in terms of strength. So the No.2s are just way stronger than other crew members (this is their lower limit, not thr upper limit). For all we know Jean Bart maybe stronger than Shahchi and Penguin too.
Just be happy that Sanji has a good chance of getting ACoC down the road and catching up to Wano Luffy/Zoro near EoS.
