I mean development itself, I have to say Luffy, because out of all emperors and admirals, he is the only one who has had character development yet right?

Also, character development ain't limited to flashbacks but how the author hold the character in the history(it apllies to Teach and Shanks).

Well in my opinion they have a character but not character development

If character development is not limited to development itself though then the admirald surpass them by far

Kaido and BM are ass tier writing but Buggy and Blackbeard are pretty phenomenal.

It's less about the groups and more of individuals.

Teach and Kuzan are some of the best written characters and they're in the same group.

Sakazuki, Whitebeard and Fujitora are also well-written.

Rest of the emperors and Admirals, not much.
