Big Mom's character was actually interesting with her backstory, motivations, her crew, and interactions with other characters. Which is even more of a shame how Oda wasted her by treating her like shit combatwise, always nerfing her, and the shit way he handled her story post Tamatebakko explosion.

My main issue is that Kizaru at certain points went out of his way to assassinate Vegapunk with ruthless efficiency, which is ruined by the feeding Luffy reveal. Why go out of his way to aim Snakeman directly at the Vegaforce One to destroy it, instead of aiming Luffy like 1 degree to the left? Why run away from Nika to try and assassinate Vegapunk, instead of just using Nika as an excuse? Fujitora could use DR Sabo as a convenient excuse for not helping Doffy, so why didn’t Kizaru just use the much stronger opponent in Nika as an excuse?
Oda also should’ve given Kizaru and Vegapunk an actual flashback. I didn’t care at all about their friendship tbh, it was just a case of telling instead of showing. Kizaru vs Sentomaru was actually interesting because we had actually seen some character dynamic between Kizaru and Sentomaru back in Sabaody

It seems that Wigmon is less worse than Wizaru who turns a blind eye to rapist guys and serves them tea at their tables.
As of the recent chapter, my ranking would look something like this off the top of my head:
1. Blackbeard
2. Fujitora
3. Akainu
4. Kaido
5. Big Mom
6. Borsalino
7. Shanks
8. Aramaki
9. Whitebeard
10. Kuzan [As an admiral]
I think the quality for Borsalino/Shanks/Aramaki is higher than that of Big Mom/Kaido's character writing, but they still have a good quality of writing + huge quantity compared to them. Where as Akainu/Blackbeard/Fujitora I think just have insanely high quality that it overcomes the quantity of the others. Unlike what a good portion would have you believe related to Kaido/BM and how Oda was trash, I think their writing was solid for the intended point of their character.
Where I think those two in particular suffer from is what Whitebeard benefits from. A lot of Whitebeard's popularity is just fluff based, where you have a character design that a lot of people are attracted to combined with some "epic" scenes/moments. On the other hand, Kaido and Big Mamu who Oda did superb in from PH to Wano (despite my distaste of the Onigashima raid itself), just suffer from their writing being overshadowed by clown/gag moments.
Luffy is the MC, and Buggy isn't worth mentioning among these, so left these two off. So I mean it's a mix bag, in terms of just raw quality, I would be leaning towards the admirals. But quantity has to matter as well, hence Kaido/BM/Shanks are above some of the admirals.
