I mean it's a matter of equivalence.

If Sengoku has CoC, so will Akainu. If Akainu has it and Aokiji was 99% as strong as him, so will Aokiji.

I understand the doubts for Kizaru/Fuji/GB, but these guys are supposed to rival the other guys as well in power.

Yeah thats makes sense, thats what I'd hope to be true too. The absolute top dogs of the Marines and biggest military power, they all need to have it. I used to say to a friend that all Admirals should have CoC as a base requirement to even be one and thus Fleet Admirals too, but FAs should have fully mastered ACOC ofc.

As Oda is doing now, we could always just have higher tiers/mastery of CoC to distinguish it from becoming "too common" too ofc.
