why did zoro not get acoc in the past when he was struggling hard against enemies?

He didn't use haki, not much at least in Pre-TS and in post-TS he never struggled until rooftop.
And on rooftop he used it conservatively because of Enma, his strategy was wrong but Mihawk probably taught him that way.

Zoro got acoc because he stopped holding his haki back from Emma specifically. Emma is the conduit that allows zoro to use his untapped coc reserved and turn it into acoc.

Nope, if Enma was involved in any way with COC, Oden would not be in his 30s without aCOC.
Enma has been specifically stated to draw out Ryo.
If it could draw out aCoC, it would have done so at Zoro's first use because he had no clue about it's nature and the effect.

Regarding others, why Doffy/Katakuri didn't get it - because they arent strong enough to get such ability that only a handful of strongest have. It's portrayal thing - Oda doesn't want them to be that strong.
