I think the entire idea of Conqueror being an ability only certain people are born with is retarded. Even with that said it is entirely possible to be strong as fuck without it. It's clear Akainu had a brutal life. Combine that with an S tier devil fruit, S tier determination, and big talent it still very much makes sense to me that Akainu is top tier motherfucker even without being a Conqueror. I think the same thing applies to the other admirals, just to a lesser degree. If you still think Kizaru has Acoc, you are one silly goose. But ya as I said Conq being even a somewhat a unique thing is very unfortunate.

We have already a bet in this so I won't not go into details, but this I'll say: the reason Is that for Garp that was his big (and last) moment and CoC was basically explicitly showed.
For Kuzan it was an appetizer for the future and while hinted, no one would say that his CoC was confirmed in the truest sense.
What they'll say (what I would say) Is that it was clearly implied, like It was implied that Kizaru gave food to Luffy.

I get it, my point regarding Kizaru is that Oda didn't even bothered to show us basic black haki or his monkey move...or even simply some new named move, because the point of the fight wasn't really the fight itself, but Kizaru being conflicted. Exerting "will" in that situation would have been unfitting anyway.
