It's so funny that people shamelessly claim Koby has CoC but in the same breath act like it's stupid for Kuzan to have it
Kuzan had his chances and never showed though. Kuzan doesn't seem to even have impact type of attack like galaxy/honesty impact.

He used ice gloves to counter old garp's basic no name punches. Vivre card confirmed coc for garp but not Kuzan also.

Oda didn't confirm Garp having it in a vivre card for like 15 years. In fact for years, only Sengoku had a confirmed COC in the Marines in a databook or something Why? Because only now is his role in the story done, even though it was obvious that he had it since MF

Does Sengoku watch Garp 24/7? He's not on house arrest, he could try to kill Akainu any time he wanted too, including when Sengoku was fighting Blackbeard, or during the ten day duel with Kuzan, or any time after

The only power stated thing about marines is that all vice-admirals and above knew haki (and maybe the CP-9 techniques like tekkai which I forgot the name) and that was just during marineford. Pretty sure Saul had no haki back at Ohara. Marines are still a political institution similar to CP-9 where a weak guy like Spandam could be the commander.

Saul had no Haki in Ohara for the same reason that "Ace wasn't used to getting attacked" according to Blackbeard, Armament Haki did not exist at the time of w7. Marines are expected to fight more then ordinary cipher pol agents are, so a person like Spandem doesn't need to fight anyone to get promoted

Ryokugyu crying and shivering like a bitch as Shanks flexes his haki from a continent away is most definitely Oda shitting on him, whether or not you think that qualifies or disqualifies him from having CoC is irrelevant to my post.
 
Still wondering why people believe Oda will shit on some of his favorite characters and real life people. The lengths people go to to downplay the role of the Admirals is pretty insane. Sengoku was randomly revealed to be COC user despite not showing it once still, but its heresy for the Admirals to have it.
The cranium of people that said Pica > Magellan are to vast for me to ever figure it out sadly
 
There was multiple instances that admirals could've shown ACoC/CoC, most notably Kuzan in pirate Island and Akinu in Marineford yet that never happened. The ship has sailed. They'll all be DF merchants while Kobyroppo becomes the only to get it later
