Sengoku, a confirmed Conquerer was sweating the most when Luffy used it. A Vice Admiral also said that it's no surprise Luffy has it because he's son of Dragon, a confirmed former marine. In general, most factions don't "usually have CoC". If a rookie from Paradise used CoC, the Beasts Pirates would definitely have somewhat similar reactions
