Sengoku and Garp got COC, but characters that are more narratively important, antagonistic to the MC, and stated by Chinjao that Luffy will challenge his fellow COC users and that overcoming the admirals is foolish, won't have it? Just because? Yeah right lol
The only admirals that are more important narratively than Garp and Sengoku are Akainu and Kuzan.

Didn't Sengoku want to promote Kuzan for his personality and not his strength? Not sure why the same wouldn't apply for Admirals

And no, you can't think two guys from outside of a marine background were chosen for roles related to leadership. An admiral position is almost entirely related to strength
