There is no doubt about that. Vergo has several stats that outclass Doffy, makes him look like a bum tbh. Raw strength, AP, speed, Armament.
Vergo is the superior fighter, but sometimes a simple ability like Doffy’s strings are enough to fodderize an equal.
In canon Doffy washes but that doesn't mean they're not in the same tier.

Base Jack was beating Ashura Doji. Swords are harder to block....ACOA is harder to block...yet Jack was blocking those no problem in an acutal fight. It took lots of ACOA sword attacks from a Sulong Duke to take him down.
I'm certain there are those who believe Vergo has better haki, AP, and CQC ability than the Dukes now. Vergo will be stronger than Katakuri soon.

Kata is a brick wall for them since his Future Sight and amazing Armament Haki isn't something they can bullshit their way through, they can't just say "well he beat Smoker high diff!" because they know damn well Kata would beat Smoker far easier than that.
