He doesn't. Oden is as much a part of the Roger Pirates as Law was the Straw Hats.

Oden is famous for being Whitebeard's second division commander, his interaction with Roger is treated more as an afterthought and Roger's intent with Oden was to borrow him, not to make him a genuine crew member

Oden is not a crew member of the Roger Pirates the same way Rayleigh, Gaban and Crocus are for example, he was more of a temporary ally to help Roger achieve his goal.

True but I think this specifically is about Shiroyru being scared that Kaido's top 5 wasn't accurate (which would be incredibly scary for a Shanks fan) and that Rayleigh and Gaban are above Oden despite not being there

Meanwhile Oden, his retainers, and the Admiral during Roger’s era all call Oden a Roger Pirate. And he’s introduced to the readers as a Roger Pirate before ever being mentioned as a WBP
