I dont even think its the point. Rocks were notorious for being too powerful and ambitious and that lead to their downfall. You need "weaker" people to sustain the heirarchy and devotion of the crew.

I absolutely can see Blackbeard surpassinf Rocks/Roger/Shanks/whoever, but I definitely dont expect his crew to be Yonko level powerhouses each, they are all geared to fight the likes of Chopper or Usopp or Nami. Some of them HAVE to be moderately weak relative to the Strawhats' own weak members.

Blackbeard already told us his crew doesn’t have to consist of people who like each other. Oda pretty much is signaling that like Rocks they don’t get along and will abandon BB
