I dont even think its the point. Rocks were notorious for being too powerful and ambitious and that lead to their downfall. You need "weaker" people to sustain the heirarchy and devotion of the crew.
I absolutely can see Blackbeard surpassinf Rocks/Roger/Shanks/whoever, but I definitely dont expect his crew to be Yonko level powerhouses each, they are all geared to fight the likes of Chopper or Usopp or Nami. Some of them HAVE to be moderately weak relative to the Strawhats' own weak members.

Even Brook didn't hurt Big Mom directly he just cut Zeus and gave Prometheus a little gash on his face
Also even Kuzan couldn't do that much to Garp (albeit he was holding back) so I don't see why it's bad for them to lose to Garp

Trying to push these characters to be as hype as the Rox pirates is why saying BBP will surpass them is ridiculous right now. Either Blackbeard will magically boost all of them or it’s just not going to happen. But they aren’t getting their by their own power.

The BBP's are canonically the only group specifically stated to having grown in power every time they make an appearance. This was established in FI. Their bounties are rising steadily. Oda can give them whatever plot buff required to be relevant and it wouldn't be an asspull.
Besides. Blackbeard can get so strong that he quite literally disposes of his crew himself becoming a sole mega villain. He's going to wield the power of at least one ancient weapon soon enough.
But I'm going with option 1. Oda is gonna adjust their strength as much as he needs.
