I remember all the discussiona pre flashback were "Kaido beats Akainu or Shanks because he beat a roger pirate" oh wait that didn't happen.
Everything was his title, being a yonko etc..

Then that’s your problem if you didn’t notice… Oda himself wrote the story for Oden to be part of Kaido’s hype specifically so that when it’s revealed what happened in the flashback, it’s a twist

The difference is that OP has world structure and Xebec doesn’t exist in a vacuum.

Sometimes... Get this.. These things called MATCHUPS exist. And what they mean, is that some characters have abilities that allow them to beat another character, but lose to one that is relative to that character they beat. For example, Big Mom beats Kuzan, but loses to Kizaru. Yet Kuzan and Kizaru are equals in a fight.

There is atleast 5 Gorosei, Imu, CP all on the scene
Other admiraLs are like 30 minutes away as well
