I hear ya but I'm not really sure what it has to do with the question I'm posing.
Kaido's emphasis on Roger's Haki and how it trascended everything else doesn't really make a lot of sense if even his strongest rival was simply just a powerful haki user. There'd be no point in putting so much emphasis on "Haki" being the bees knees, if that were the case, is basically what I'm getting at. So there's probably more to Rocks than meets the eye.

But there are key differences.
While the Impel Down people kinda act insubordinate like the Rocks' pirates were said to, or shown on that god valley page, the OG4 from the BBP are actually 10000% loyal to Teach straight up. Lafitte even threatens Pizarro in Marineford.
And I think this is gonna be a key difference in why Teach is gonna reach beyond what Xebec did. Xebec was probably betrayed and abandoned in God Valley, but Teach actually manages to earn his crew devotion. Which is why I'm not on the "Aokiji betrays or is betrayed" train.
I dont care about "big war scale" or whatever. The most anticipated clash on this manga is and has always been, SHP vs BBP.
It's the Roger vs Xebec of this era.

Xebec seems like hot headed brute force - BB is more opportunistic
Xebec tried to make crew strongest through davy jones fights - BB did it by gathering criminals and then getting all of them the dfs
Thing which will make BB go beyond xebec is BB traits....
BB stayed low until he got yami.
We won't see BB going all out until he will have all cards in his hands.
