It did not "take" Roger and Garp combined. We know Roger came to God Valley to chase Xebec solo, which supports the idea of them being rivals of comparable strength. Garp joined in because he wanted to interfere with Roger.

So if Roger and Garp "teamed up" against Xebec, it may as well resulted in them simply murking Xebec with maybe as little as mid diff.

Part of it is agenda sure but i seeing people saying it was a 2 on 1 and that is how they beat rocks .
Like it a fact or they just read the manga wrong .
It don't help when you have some youtubers saying it and people remember that instead of what the manga said .

Cmon the idea that Roger’s “greatest enemy” went down in a mid diff fashion is silly and not at all like odas writing style.
