You need to be a top or god tier for it but that's not the only thing

like Hashirama was the strongest because he was the Hokage and Naruto dream, Roger was the strongest because he is the PK and Luffy goal (one of). Roger found the One piece and weirdly enough the show is called like that, Roger carried the SH and it’s also Luffy hat etc etc. luffy is yelling enough « I’ll be the king of the pirates » for us to believe that Roger sat at the top.

Roger started it all, the golden era of piracy, the new gen, found the Op, fought everyone in his gen and succeeded to be the king. You can’t find a single person saying he wasn’t a G, some people don’t like him but he was recognized by everyone.

Roger is just THAT guy.

Rocks needed to get jumped by three groups one of which containing THREE top tiers, the other containing at least two (Garp and Wogard) and then the HKs who had prime Garling and likely Super Sommers and some others

It's also implied that he got betrayed by Whitebeard and Shiki
Everything was working against him just so he couldn't achieve his dream of becoming the king of the world.

Yasopp is Vista rival and RHP are strong

Vergo one sub tier too high, he is at WsW level

Old Garp is likely a little bit below Fuji/GB. MF Garp why not but current I don’t think so

Loki > Harald makes sense from a potential point of view even more so given he seem to be a special type of ancient giant but will he really be able to fulfil that potential in the series though. If he joins the SHs he won't be stronger than Sanji and even if he doesn't join the SHs, will he get a fight that we can defo use to propel him over the likes of Shanks?

On Dorry and Broggy, I'm treating them as a pair and not individually in that ranking and imo if they are truly going to be pit against Zoro and Sanji this arc then they need to be at least that strong.

Kat and King are relative atm but King is stronger though Kat has higher potential.

Vista and Cracker are relative imo so however you scale is cuul with me ^^. I think they are in the same sub-tier. Or do you think Cracker is a subtier below Vista?

Think he fucks Who's Who up if I'm being honest. Regardless he scales to Doffy as his patner and right hand man. I have characters with that dynamic at worst 5-6 points below their captain ^^ (so 2 subtiers at worst). For Vergo to be lower, Doffy will have to be lower.

Prime Garp is very high so I don't think it's far fetched to think he's comparable with the likes of Fuji and Aramaki tbh.
Also for me Prime to Old is 6 points (2 subtiers) at worst so can't scale him any lower. If i do I'll have to scale Gaban and Ray lower as well and put them on the same level as the trascendent high tiers which is madness imo

Imo Sabo is very likely to surpass Shanks, Oda always glazes Luffy's brothers and he also handed Sabo a low diff win against one of Teach's best Commanders the second he got a serious fight (this was also at a time where Commanders were the cream of the crop).
Also Vergo being Doffy's RHM means nothing, Daz Bones is Crocodile's RHM and yet they're tiers apart
Plus Vergo is just lame, he's trying too hard to be Younger Toguro from YYH but nobody can replicate that level of hype and aura

I don’t know what Loki future story will be but given he has special lineage over Harald, that he has a special Devil fruit over Harald, he weild Ragnir, and he is hyped since the start of Elbaf I def think he will be stronger than his father no doubt about that.

I guess it depends on the power up, I'd say he needs at least 3 significant upgrades

ACoC, FS and a transformation (RS 2.0, Buccaneer or Lunarian form, Super Germa Sanji) should be enough to deal with an admiral for a while, not sure about defeating one

Depends on who we are comparing them to.
Akainu or Aokiji vs Zoro or Sanji is still a significant gap (2 sub tiers to a full tier). Whereas gap btw Kiz & then those 2 is similar to the gap btw Luffy & them. Luffy’s already in that Yonko/Admiral level so Zoro & Sanji being close is unavoidable. They will most likely be in that bracket on their next significant PUs but worry not even above the current Yonko there’s still transcendents like Roger/Rocks/Newgate & gods like Imu so still plenty of room for development ^^
