Loki was a one man crew and had no territory, so he can’t become a Yonko. Just like Mihawk. Ochoku had territory (Hachinosu) and thousands of pirates serving under him, yet he was so unworthy of the title of Yonko that the Yonko system only came into existence 6 years ago when Shanks reached that level. Ochoku wasn’t even considered for Yonko even after WB died lol.
