Yall are not gonna like this but I see a bit of Eustass Kid in Rocks, but like a successful version of Kid. Oda said he only had plans for Kid among the Supernova. Maybe Kid joins Blackbeard or something happens there.
Xebec had numerous top tiers under him. Teach just has Kuzan.
Imu has 5-6 top tiers directly beneath him. Not even counting the marines.

Betting against Roger is not wise. I'd suggest waiting for GV and beyond before claiming anyone but Imu was stronger than Roger. Even if Rocks ends up looking superior on GV I'd be surprised if Oda doesn't give Roger some kind of out.
Letting go of Roger being the strongest makes little sense when just a couple arcs ago Oda went through the trouble of having Kaido reiterate Roger as the highest ceiling and the man who transcended everyone with his haki alone.
