Even so, do you seriously believe oda would write either of these two fighting a war with Roger to a draw? Or call them an equal to the pirate king?
It was a naval battle, I don't take such things too seriously.

The term equal is widely used by Oda to hype characters.
You don't really expect me to believe that Garp needed training to fight Chinjao or that during Roger's era there were 100 equals sailing the seas.

Aside from Xebec the big stars were Roger,WB,Garp,Sengoku and possibly Garling.
Kaido,Meme,Shiki,Axe etc are strong but below these guys.

Thank goodness Teach is actually taking a different approach than his dad, and is not a shitty copy.

Xebec took the rough path to pave way towards Imu with strength and ultimately lost.

Teach read up on history and vowed to not fall in the same mistakes even if it paints him as a cowardly neckbeard; now trying to outsmart and strike Imcel when he least expect it.

Teach borrowed Xebec's objective, but the methods will be Gigabeard-exclusive.

Nah the biggest issue is still teachs crew. Even at this age Xebecs crew has Aura. Silver Axe a damn near unknown to the audience pops in and everyone knows this man means business. Teach’ crew just doesn’t have that. Almost all of them feel cartoonish in comparison.
 
That explains why Wizaru didn't seem to care much about Kaido
He wasn't a random One Piece citizen so he knew his reputation was built on lies (like defeating Oden 1 vs 1) @EmperorKinyagi
Oda likes to make an arc villain look invincible during their arc.

Then one or two arcs later we realize the villains wasn’t that big of a deal.

I mean that leads to my point, the story’s stakes would’ve risen if instead of getting to see Law lose we read on the news that Law had joined as a subordinate.

I mean Xebec subordinated Roger’s rival Whitebeard, Roger’s other rival Shiki, Shiki’s rival Silver Axe, and required Roger and Roger’s other rival Garp alongside Roger’s equals Rayleigh and Gaban to take him down.

It’s almost like Roger isn’t special at all and every top tier was rivals with him, meanwhile Xebec had no equals and had multiple Roger rivals as his subordinates. I mean yeah, Xebec is him. Dude laid eyes on Imu and destroyed the fucking Gates of Justice, this dude is the father of all modern pirates.

Garp wanted to prove his fist was harder than Chinjaos nail. It was basically a human battleship bag. There was no CoC in the clash.

In Roger’s era the seas were run by Roger Whitebeard and Shiki. These three fought one another countless times throughout the 24 years between Roger’s death and Xebecs defeat. Modern day Yonko wouldn’t have been able to compete seeing how Big Mom couldn’t and even Kaido had to try and kill old Whitebeard when Whitebeard was fighting the marines.
