Luffy has no idea how Shanks fights nor how strong Shanks is. In his mind, Shanks is ¨strong¨ like Ace and Vivi are. He knew Shanks yeah, but only saw him drinking and stuff, he didn´t even know about haki. He might not have even known Shanks was a swordsman

OP characters almost never discuss this stuff, it´s not like Luffy has ever talked to Zolo about his sensei Rayleigh being a swordsman

¨New gen always surpassing the old¨ is just a meme phrase some shonen do, it doesn´t mean anything. Look at how Gohan got the torch passed down to him and he became irrelevant again
