Side characters have had more development.

Usopp has barely been relevant since the skip. Complete failure of adequate development.

If Usopp's story was important to Oda, the writing would reflect that.

I have no doubt it once was of major importance, but considering the fact we're 1156 chapters in without anything resembling a real conversation about where Usopp sees himself relative to his dream, his father, Shanks, Luffy and how all that - it's not even worth getting into just how poorly developed Usopp is.

Pre-skip Usopp was phenomenal.

Post-skip Usopp is a bad impression of Buggy.

Oda does not give a shit.
