I'm thinking Gunko.

If she had enough knowledge of Hachinosu (easy to get by bribing pirates), she could use her Arrow Fruit to steal the Fruits without even entering the main building of Beehive.

Look at the Giant kids: if Gunko had direct a whole class of sleeping Giant Children, she could easily steal 6 or so Devil Fruits from Hachinosu.

This would also fit with Oda showing Gunko when Rocks met Imu: we know from Gunko beating up Loki that Gunko HATES impertinence. Gunko lost her shit over Shamrock getting insulted, I wouldn't be surprised if Gunko kneeled down to Imu and begged to beat Rocks up herself.

I think Silver Axe Kyo is a Marine Spy, though, so I wouldn't be surprised if we was involved, too.

oda literally zoomed through the whole rocks recruitment phase lol. He will gloss over those people's joining too.

I think we will at the very least get some part of GV in 1157. Cause the Silver Axe plotline was teased in 1156. It needs to continue.
