Let explain:

1) Xebec was the guy who break all tabus in the world (according to Oda), he was the "Tabu Pirate". He wanted become the king of the world, the new Imu
2) He created the strongest crew of all time to achieve his goal
3) Oda made us think Roger and Garp joined to defeat him because Xebec was like the biggest menace ever

So what everyone thought? GV would be the most important event to understand a lot of stuff about the op story, characters of old gen, the tabus, the world, the wg....

Then some people were expecting to much cause i never though half that shit .
It was said that Garp and Roger team up to beat rocks pirates not rocks so we have no idea how that fight went down .
We also knew they back stab each other from beginning .
Why would GV be a more important event to understand OP story over VC flashback or Roger getting the OP flashback. ( taboos of world be in those flashback not GV like VP hinting )
Also those pirates in rocks crew grew much more famous and world renown after crew fell part even if they were menace together .
Most of what made them big would come after the rocks pirates since most of them don't even have there current epithets in this flashback .

Although in fairness, as others pointed out earlier and I've given more thought to, if there was an extended period of time of Shakky being on Hachinosu and becoming good friends/nakama with Xebec, it's pretty reasonable he would try to rescue her from the WG like Luffy would if Robin or Nami were abducted. Less about love, more about loyaly.

Roger has no excuse, he's just a fucking stalker.
