Thats why we have break next week Oda did not have time to fully finish even this chapter, he did couple color spreads and some color page for magazine which took him too much time.

Xebec is not as straight up evil and "dont care about anyone" as you might think.
We had characters like Doffy, who deeply cares about his comrades, we have people like Croco who doesn't give a shit, others like Kaido, who cares about strength only, so he cares about the likes of Jack, but the goons he doesn't, etc.

The narrator says she becomes "the treasure of pirate island". She's like the stereotypical "onee-san" archetype that everyone likes.
Also, dont forget that Ginny also leaked to the world about the CD event and the devil fruit prizes. It's perfectly reasonable to believe that Xebec didnt go there "just" for Shakky, but that she was at least one of the reasons.
