The "biggest" event is because of how many stacked crews were there.
Garp, roger and his crew, xebec and his crew, the holy knights, even saturn was there as well.
The "WHY" it happened doesn't matter as much as you think.

You’re confused, he’s not talking them up. He’s talking them down which is why he’s being scolded. When he speaks on Deidara or Tobi, Pein doesn’t feel the need to cut in and tell Kisame to STFU.
