Interesting point on Garp. Till now I was skeptical about it potentially being a figure of speech but fair enuff.
Begs the question of why he’s able to use it considering it’s being attributed to the buccaneers but putting that aside, assuming Garp is both a PoL & CoC user it’s good prospects for Sanji’s potential going forward
Power of Love hasn't been attributed to Buccaneers only, but we do know they have a special ability in relation to their emotions.
I think if Sanji has anything related to that ability, it's converting his emotions into flames.
I’m not convinced about your theory about ‘CoC being the strongest of wills ting though as it makes absolutely no sense for Sanji to have it and not Luffy imo even more so if Garp has it. Also not convinced PoL is CoC and quite frankly I’m not a fan of the inflation of the two as it’d imply that all CoC users can do it. I know the justification is that it’s a special type of CoC hence why only Sanji can use it but that line of thought honestly doesn’t compute in my head especially on this topic of CoC. Doesn’t make any sense for Sanji to me capable of CoC+ alpha and Luffy and Zoro not.
You've misread. CoC and PoL overlap but are not one and the same. CoC is not a prerequisite for PoL, it just happens to correlate.
PoL is the "strongest" form of Haki because it is rooted in the strongest of wills, such that its manifestation can defy the laws of nature and physics.
I don't think having it allows a weaker Haki user with PoL to win a direct clash against a much stronger Haki user, but it probably will confer other advantages.
As for Luffy and Zoro, I don't think it's relevant that they don't have it. In addition to his DF, Luffy will continue to have more advanced forms of Haki across the board, and Zoro will continue to develop Asura, King of Hell and his weaponry.
Sanji having an exclusive Haki ability among them is entirely appropriate. Especially considering the fact Luffy not only has Future Vision already, but will likely learn Observation Killing as well.
Still hope you’re wrong on Garp having PoL as I’d rather prefer it be its own thing separate from Haki and also can’t help but feel Garp having it makes it a bit redundant.
I think you're too caught up in the name. Haki is just what this mostly mysterious power is called in most parts of the world.
Abilities such as the Voice of All Things, Shirahoshi's control over Sea Kings, Shyarly's fortune-telling - all of these and more are likely to be powered by the same source.
Power of Love will be no different.

The thing is if Sora is Sanji legend parallel he is likely a »good » guy : Joyboy Luffy legend parallel was « good » (opposed to Imu the WG etc. Ryuma for th Zoro is the same. So I don’t see Sanji parallel being a bad guy.

I believe Sora was, essentially, the Garp of his time 300 years ago.
A hero of the Marines that defeated the Germa who were a far more persistent threat than their mere 66 days as an empire might suggest.
Propaganda is no doubt at the heart of much that survived into the modern day comics, but I like to think the Germa were in fact fucked up, and Sora was in fact a hero.
I like to think the Germa only then became members of the World Government.
I also like to think Sora was inducted to the Holy Knights as a Celestial Dragon, and Vinsmoke Sora was a child by concubine of a descendant that married her off to Judge, who found the match desirable for her genetics and lineage.
Regardless of his origin, it'd be dope if the Sora from 300 years ago still lived as a Holy Knight.
