Mihawk dont know shit. He is a character that has nothing to do with the plotline of whole series. oda is trying to make him relevant by putting him in cross guild. Cross guild is where oda piles up the people he doesnt know what to do, and makes them interesting by creating interactions between very different characters

Plus like again the ruler he is based on was a defender of christianity and of the land he ruled over, against invaders ( like Ryuma ), and he was known for being very cruel with battles, which may be why Zoro calls S-Hawk more human than Mihawk
